Long story short, the act made it impossible for any scrap dealer of any sort to operate legally without full licensing. This was imposed in order to not only ensure that dealers were operating fairly, but also to make it difficult or impossible for working scrap businesses to deal with anyone selling scrap metal that was either stolen or received by illicit means. 
One year later, it seems like things are going very well to say the least – in some areas of the UK scrap metal thefts are down by a massive 75% or higher! There’s simply no debating how positive this is for the country as a whole as while the UK’s legitimate businesses are doing better than ever, there’s a massively lower chance of anyone finding their own property being stolen for the purposes of it then being sold on for scrap.
Lower scrap metal thefts means fewer stolen cars, fewer break-ins and a wholly reduced risk of finding yourself face to face with a criminal type that’s out to strip you of your stuff – who can argue with that list of benefits?
